The Shandor hat is region free, I've seen some users in Japan and even EU have it on. So you're in luck. I'm also having the same issue with the hockey helmet, it won't go away and I've cleared my cache and still nothing.
hockey helmet, that's strange, maybe try to change the avator to male. exit ps-home, login again, and change back to female.
The valentines day wings are now available on the pier park dance floor, once you start the quest from the activity board

Hey I've been trying to Level Up my USA Noves Prime, slowly, and lately when I go to the Noves Prime area it says Retrieving Character, but that's that. I've waited for quite a while and nothing happened. Last night I even Cleared Cache and still nothing. Is this a common occurrence or am I just special?
Sometimes it just takes a very long time especially if you haven't been there for a while. I would leave your avatar standing there while you go have dinner or something then see if it's loaded when you come back. Mine took almost 20 minutes once (on a very slow connection) but after that it loaded fairly quickly when I returned to Novus. If that doesn't work you might have to delete and reinstall Home.
