As soon as they release info on PS4 it will create a slow down on PS3 sales, no one will want to give competition the heads up this early so they can be ready as well, its all business banter currently, Sony have said PS3 has a 10 year life span
If the PS4 was announced this year and released 2013-2014, PS3 would likely still see some releases and continue to have a good number of users beyond the 10 year life cycle, If they plan an announcement at E3 they aren't exactly going to admit it just now.
Due to high cost of making hardware and games, I believe developers don't really want a next generation system. Also, SCE just turned black recently so I don't think they want to go in the red again so quick. They also need to sell Vita next, so that also conflicts with bringing another hardware. And I don't really want to see something like a "this generation 1.1" machine like the Wii U
