Sony is not one single company, Each region have there own team that have diff numbers of staff and money to use each year. A lot of spaces are made by SCEA (US), so if SCEE (EU) want them they have to request the data from SCEA and then edit them for the EU servers, this takes time and money what SCEE might not have due to there own products they are working on. A other factor is some spaces like the ones you name above have systems that have not been cleared by legal teams for EU due to the harder laws and more laws that have to be checked and cleared to not break, this itself can be a very hard task and also a very costly one. It's not that SCEE don't want to sell the spaces, it's about the trade off of time & money to do so.
Good news is the Sunset yacht and Hollywood Hills are coming to EU :thumbsup: Many devs have managed to clear a lot of legal issues so items do get released around the same time in all regions, trust me it's a lot better than it was a few years ago and it's improving all the time!
